[SPARK-14518] [SQL] Support Comment in CREATE VIEW

```SQL
CREATE VIEW [IF NOT EXISTS] [db_name.]view_name [(column_name [COMMENT
column_comment], ...) ]
[COMMENT view_comment]
[TBLPROPERTIES (property_name = property_value, ...)]
AS SELECT ...;
```
Add a support for the `[COMMENT view_comment]` clause
#### How was this patch tested?
Modified the existing test cases to verify the correctness.
