[Spark-14283][SQL] Add a option to avoid local sort in randomSplit
## What changes were proposed in this pull request?
Add a option to avoid local sort in randomSplit.
Since randomSplit is used a fair amount in ML, it would be great to avoid
the sort when possible.
## How was this patch tested?
manual tests
