@viirya It is a little strange that sql-core depends on mllib-local. Though
UDTs are private APIs, it should allow registration outside SQL. We can either
use a string-based UDT registry or automatically register classes that
implement `UserDefinedType` by matching the class name (like in `DataSource`).
