[SPARK-14760] [ML] Feature transformers should always invoke
transformSchema in transform or fit
## What changes were proposed in this pull request?
Since one of the primary function for transformSchema is to conduct
parameter validation, transformers should always invoke transformSchema in
transform and fit.
## How was this patch tested?
unit tests
