[HOTFIX] Ignore all Docker integration tests
The Docker integration tests are failing very often
(https://spark-tests.appspot.com/failed-tests) so I think we should disable
these suites for now until we have time to improve them.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/JoshRosen/spark ignore-all-docker-tests
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/spark/pull/12549.patch
