[SPARK-14943][SQL] Remove HiveConf dependency from ScriptTransformation
## What changes were proposed in this pull request?
This patch removes HiveConf from ScriptTransformation and instead just uses
our own configuration system.
## How was this patch tested?
Updated tests to reflect this.
