[DO-NOT-MERGE][TEST] Refactor NaiveBayes to support weighted instances
## What changes were proposed in this pull request?
1,support weighted data
2,use dataframe instead of rdd
## How was this patch tested?
local manual tests in spark-shell
I will link this PR to the JIRA when all case tests pass
