[SPARK-15057][GRAPHX] Use enum Quadrant in GraphGenerators
## What changes were proposed in this pull request?
Currently, `chooseCell` and `pickQuadrant` of `GraphGenerators` uses
integer constants for passing and matching results. We had better make
`Quadrant` enum and use that for readability and maintainability.
## How was this patch tested?
Pass the existing tests.
