[SPARK-15238] Clarify supported Python versions
This PR:
* Optimistically updates the minimum supported Python version in the
documentation from Python 2.6 to 2.7. This change is blocked on resolution of
[SPARK-12661](https://issues.apache.org/jira/browse/SPARK-12661), though I
expect that to go forward.
* Clarifies that Spark *does* support Python 3, starting with Python 3.4.
