    I see, got it. So just to be clear, in this new version, we still always 
launch node-local tasks first on a node if there are any for it, but we can 
also launch no-pref tasks right away? What are the disadvantages here, 
basically that some other job might miss launching a node-local tasks because 
this one launched a no-pref one?
