    [SPARK-15282][SQL] UDF funtion is not always deterministic and need to be 
evaluated once.

    ## What changes were proposed in this pull request?
    
    UDF functions might be non-deterministic and cost-expensive. We need to 
evaluate once if they occurs one time. However, currently, `PushDownPredicate` 
duplicated them if the children of UDF functions are deterministic.
    
    ## How was this patch tested?
    
    Pass the Jenkins tests (include new testcase)
