Please see https://issues.apache.org/jira/browse/SPARK-6442 and
https://issues.apache.org/jira/browse/SPARK-13944 for background. For the
moment, it is not intended that Spark's local linear algebra library exposes
public APIs. There is discussion and movement around this, but no decisions
have been made as yet.
The idea currently is that Spark uses certain things internally, while
users are free to include whatever linear algebra library they want for their
own apps.
