[SPARK-15826] [CORE] PipedRDD to strictly use UTF-8 and not rely on default
encoding
## What changes were proposed in this pull request?

The fix in this PR is to strictly use UTF-8 encoding in PipedRDD just like
`ScriptTransformation` does.

Ran existing unit tests
