    It is OK to always keep ```[null bits]```
    
    One question: Is this format to keep fixed space for ```[values]```? I mean 
if ```[null bit]``` is true, the corresponding element in ```[value]``` occupy 
space. It allow us to always access all of the elements by ```4 + (null bits 
size) + (element size) * offset```.
    
    If an answer of the above question is yes, I agree with no ```[all zero in 
null bits?]```. Then,  I will do prototype for this.
