discussed this offline with @vanzin, realized that actually with the latest
design, it doesn't make sense to have so many maps inside one
`BlacklistTracker` -- a lot of info is now intended to only be tied to one
`TaskSet`, so I should push that info back into the `TaskSetManager` (where the
old blacklist lived). I'll do that refactoring, which will hopefully clean
things up. No behavior changes planned, though.
