[SPARK-2468] Netty based block server / client module
Previous pull request (#1907) was reverted. This brings it back. Still
looking into the hang.

This reverts commit fd9fcd25e93c727b327909cde0027426204ca6c3, which was a
revert. That is to say, this added Netty module back.
