[SQL] use ConcurrentHashMap in SQLConf

Collections.synchronizedMap(map) creates a blocking Map which will degrade
performance, albeit ensure consistency. So use ConcurrentHashMap(a more
effective thread-safe hashmap) instead.
also update HiveQuerySuite to fix test error when changed to
ConcurrentHashMap.
