SPARK-16972: Move DriverEndpoint out of CoarseGrainedSchedulerBackend
## What changes were proposed in this pull request?
Move DriverEndpoint out of CoarseGrainedSchedulerBackend and make the two
classes clean.

Pass the unit tests in local.
