LGTM. There are two things that we need to address in follow-up prs. The
first one is if we can consolidate location in CatalogStorageFormat and `path`
in options. The second one is to read the conf value of
`spark.sql.sources.schemaStringLengthThreshold` in ExternalCatalog.
I am merging this to master.
