[SPARK-17207][MLLIB]fix comparing Vector bug in TestingUtils
## What changes were proposed in this pull request?
fix comparing Vector bug in TestingUtils.
There is the same bug for Matrix comparing. How to check the length of
Matrix should be discussed first.
