Rebased.
Update:
- move ```.editorconfig``` up to the root of the project. This is needed so
editors plugin will find it and configure both scala and python files. I didn't
found a way to put it into the ```dev``` folder. Other possibility is to
duplicate it (one in ```dev```, one in ```python```, one in ```mesos```, and so
on ... not very elegant)
