It seems there are several problems with building nightly.
It seems only we can set the cran expression for regularly building in UI
configuration but it seems `appveyor.yml` and the configuration in UI are
mutually exclusive according to
[build-configuration/#configuring-build](https://www.appveyor.com/docs/build-configuration/#configuring-build).
So, I tried to do this by manually creating two projects, one for filtered
commits and one for regularly building. However, it _seems_ we can't only
enable the build regularly regardless of incoming commits (these events seems
only possible to be disabled all or not in Github-side).
I tried a various combination with this but I could not make it.
