[Spark Core][MINOR] fix partitionBy error message
## What changes were proposed in this pull request?
In order to avoid confusing user,
it is better to change `PairRDDfunctions.partitionBy` error message
from
`Default partitioner cannot partition array keys.`
==>
`Specified partitioner cannot partition array keys.`
## How was this patch tested?
