I'm wondering, what's the use case for allowing duplicate centroids? it
doesn't have a reasonable meaning and does slow down execution. I don't feel
_so_ strongly about it and would like to get the change to remove "runs" in
regardless, so could back that out, but I'd be a little more convinced if it
were more than just matching scikit
