[SPARK-18008] [build] Add support for -Dmaven.test.skip=true and
-Dmaven.javadoc.skip=true
## What changes were proposed in this pull request?
Add support for -Dmaven.test.skip=true and -Dmaven.javadoc.skip=true
Specifying -Dmaven.test.skip=true suppresses compilation of test classes;
the change conditionally adds test dependencies.
Specifying -Dmaven.javadoc.skip=true suppresses generation of documentation.
## How was this patch tested?
Manual testing.
