My above comment is only about how you describe the argument description.
If you just use `Literal` or `Constant`, it is not right. You can check how the
other RDBMS documents describe it.
I am not saying replace it by `an expression that evaluates to a constant`.
We just need to use `constant expressions`, which is much clearer than
`literal` or `expression` for foldable expressions.
