Testing has gone well. It's clearly successful in applying separate
maxrates to our 2 topics. Works as expected with backpressure enabled;
backpressure throttles both streams proportionally, no starvation issues.
This seems to me like a really important flexibility to have for streaming
apps. Big thanks for working on this. Also I apologize again for taking so
long to get it tested. Life is crazy sometimes :)
