[SPARK-1919] Fix Windows spark-shell --jars
We were trying to add `file:/C:/path/to/my.jar` to the class path. We
should add `C:/path/to/my.jar` instead (see changes in `SparkILoop.scala`. The
code downstream is also updated to reflect this change.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/andrewor14/spark windows-shell-jars
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/spark/pull/2211.patch

Format jar paths properly before adding them to the classpath
In addition to this we must also make sure all code downstream
is updated to reflect this change. In particular, when the
executors fetch files from the driver, the URLs of the resources
must be properly formatted.
