[SPARK-18298][Web UI]change gmt time to local zone time in HistoryServer in
applists
## What changes were proposed in this pull request?
The application's startTime/endTime show in HistoryServer UI is GMT time,
But we should show the user's local zone time nicely, and it show correctly in
1.6.x.
In this PR, transform the UTC timestamp to local zone time.
## How was this patch tested?
show the same as spark 1.6.x historyserver
