Normally I would expect any large company that covers more then one timezone to run machines in UTC to consistency and auditing purposes since they could have machines across timezones. I would also expect most cloud services, aws, etc to run UTC by default but its been a while since I used those so maybe I'm mistaken. I also see UTC much more standard. If this is a big issue for enough people then having it configurable makes sense.
