actually, hang on ... I realize the performance test still isn't right. I
need to make sure that some of the blacklisted resources don't get scheduled to
any tasks, since that is how you'd end up looping through all the pending
tasks. otherwise this might pass just b/c all the resources get scheduled,
even if things changed to be O(numPendingTasks)
