I'm sorry that if the TODO in `GenericArrayData` mislead you, but after
https://github.com/apache/spark/pull/13680 , I don't think this TODO makes
sense anymore, as `GenericArrayData` is meant to be slow. All we need to do is
to make sure we convert input primitive array to unsafe array directly, not
`GenericArrayData`.
