This commit do the 3 things below, thanks for your check:
1. Delete the unnecessary lock use and simplify the lock operation
2. Add UT test in `PartitionedTablePerfStatsSuite`
3. Add cache hit metrics in `HiveCatalogMetrics`
Also change the description of this PR.
