[SPARK-18870] Disallowed Distinct Aggregations on Streaming Datasets
## What changes were proposed in this pull request?
Check whether Aggregation operators on a streaming subplan have aggregate
expressions with isDistinct = true.
## How was this patch tested?
Added unit test
