    [SPARK-19060][SQL] remove the supportsPartial flag in AggregateFunction

    ## What changes were proposed in this pull request?
    
    Now all aggregation functions support partial aggregate, we can remove the 
`supportsPartual` flag in `AggregateFunction`
    
    ## How was this patch tested?
    
    existing tests.
