@vanzin I'm not suggesting putting it in `<plugins>` but just configuring
it in `<pluginManagement>` in the parent. That's where it's configured now. It
would not make it execute on the parent. You still need to enable it in each
submodule in `<plugins>`, but not copy config in each submodule. At least that
works fine in general and hope it works here.
