[SPARK-3452] Maven build should skip publishing artifacts people shouldn...

Publish local in maven term is `install`
and publish otherwise is `deploy`
So disabled both for following projects.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/ScrapCodes/spark-1
SPARK-3452/maven-skip-install
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/spark/pull/2329.patch
