I wonder if this is a resource contention issue from having many parallel
copies of the tests running on the same Jenkins worker. For example, we might
be [exhausting ephemeral
ports](http://serverfault.com/questions/261663/on-linux-how-can-i-tell-how-many-ephemeral-ports-are-left-available).
I think that #2259 will help with this by dramatically reducing the number
of ephemeral ports used by PySpark jobs.
