`coalesce` is used to decrease the number of partitions in the RDD, but
when you are setting it to a number that is larger than the number of the
current RDD partitions, the result is not predicable. It depends on your RDD
physical distribution.
Thus, I am wondering whether we should allow users to set it to a larger
number? Or some advanced users are using it?
