Purpose of this patch is set architecture for further RegressionLearner
work and creating tests for regression algorithms.
This patch allow to parallelize:
* Creating new test cases for regression
* Creating new suites for measuring quality
* <b> Implementing regression testing of new algorithm in 3 lines of code.
