ok let's discuss it case by case:
1. `CREATE TABLE ... LOCATION path` works if path exists, it's expected
2. `CREATE TABLE ... LOCATION path` fails if path doesn't exist, is it
expected?
3. `CREATE TABLE ... LOCATION path AS SELECT ...`, shall we fail if path
exists?
4. `ALTER TABLE ... SET LOCATION path`, shall we fail if path not exist?
