Fixed conflicts introduced by #17015. I've also added support for schema
inference on unpartitioned Hive tables as this was missing previously and
really should be included here IMO. This led to refactoring
```HiveSchemaInferenceSuite``` so each test is run against partitioned and
unpartitioned tables. ```HiveMetastoreCatalog.convertToLogicalRelation()``` has
also been refactored quite a bit with the logic for performing schema inference
moved to a new helper function.
