[CORE] Support ZStandard Compression
## What changes were proposed in this pull request?
Hadoop will support ZStandard Compression from 2.9.0. This update enables
saving a file in HDFS using ZStandard Codec, by implementing ZStandardCodec.
## How was this patch tested?
3 additional unit tests.
