[SPARK-20204][SQL] separate SQLConf into catalyst confs and sql confs
## What changes were proposed in this pull request?
This is kind of a follow-up of https://github.com/apache/spark/pull/17285 .
A lot of SQLConf entries are about physical phase and has nothing to do
with catalyst module, it makes more sense to separate `SQLConf`to
`CatalystConf` and a smaller `SQLConf` which extends `CatalystConf`.
## How was this patch tested?
existing tests
You can merge this pull request into a Git repository by running:
