I should have explained that the last update *did* handle partition tables
(it added the second call to `getStorageTzOptions` in `HiveMetastoreCatalog`),
though I didn't have any tests for it. It took me a while to figure out how to
do it, but this update does include tests for creating partitioned tables and
reading from them. (the tests are becoming huge, but I think its worth testing
all of the permutations.)
