Supplement the new blockidsuite unit tests
## What changes were proposed in this pull request?
This PR adds the new unit tests to support ShuffleDataBlockId ,
ShuffleIndexBlockId , TempShuffleBlockId , TempLocalBlockId
## How was this patch tested?
The new unit test.
