[SPARK-20684][R] Expose createGlobalTempView and dropGlobalTempView in

## What changes were proposed in this pull request?
This PR aims to expose `createGlobalTempView` and `dropGlobalTempView` in
SparkR.
## How was this patch tested?
Pass the Jenkins.
