@MLnick @sethah According to the
[paper](https://www.eecs.tufts.edu/%7Edsculley/papers/fastkmeans.pdf),
`MiniBatchKMeans` with `fraction=1.0` is not equal to `KMeans`, and they are
quite different two algorithms that we should implement different logic for
them.
So I think we should make `MiniBatchKMeans` a separate estimator, and can
close this pr for now.
