Add a parameter to UnsafeExternalSorter to configure filebuffersize
## What changes were proposed in this pull request?
This PR Improvement with `spark.shuffle.file.buffer` configure
fileBufferSizeBytes in UnsafeExternalSorter.
## How was this patch tested?
The unit test.
