[SPARK-21100][SQL] describe should give quartiles similar to Pandas
## What changes were proposed in this pull request?
Modify the describe method to include quartiles (25th, 50th, and 75th
percentiles) like Pandas.
## How was this patch tested?
modified existing unit test
